MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, SEPTEMBER 11, 2000

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the Agenda
be adopted with the following additions: COMMITTEE REPORTS: Councillor
MacFarlane - 11.c) Economic Development Commission Appointments; and 11.d)
Victoria Road Signage Policy.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - August 28, 2000
Moved by Councillor Fransen, seconded by Councillor Richardson that the Minutes
of the Regular Council Meeting held August 28, 2000 be adopted as presented.

BUSINESS ARISING FROM THE MINUTES:
Regular Council Meeting - August 28, 2000

CORRESPONDENCE:
1. Illecillewaet Greenbelt Society - Ecological Impacts of Jet Boat Operations
Moved by Councillor MacFarlane, seconded by Councillor Frew that Councillor Frew
meet with the Illecillewaet Greenbelt Society to consider an appropriate City
process to deal effectively with concerns of ecological impacts pertaining to
business operations on the local waterways.

2. Ruby Nobbs - Letter of Resignation from Revelstoke Community Heritage
Commission
Moved by Councillor Frew, seconded by Councillor Scarcella that a letter of
thanks be sent to Ruby Nobbs for her many years serving on the Heritage
Commission.
3. BC Lumber Trade Council - Softwood Lumber Agreement
4. Downie Timber Ltd. - Kootenay Boundary Land Use Plan
Moved by Councillor MacFarlane, seconded by Councillor Scarcella that the
concern received from Downie Timber that the Kootenay Boundary Land Use Plan
does not contain an economic objective be referred to the Economic Development
Committee for consideration and report back to Council.

5. BC Special Olympics Committee - Grant-in-aid request
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the BC
Special Olympics be awarded a grant-in-aid of $400.00 towards room rental at the
Revelstoke Community Centre during the Special Olympics Regional Bowling
Tournament October 28 & 29, 2000, subject to receipt of a financial budget
statement.

Moved by Councillor Frew, seconded by Councillor Fransen that the
"Yield" signs coming onto Second Street at Robson and McArthur Avenues
be replaced with "Stop" signs.

4. City of Revelstoke Sign Amendment Bylaw No. 1645, 2000
Moved by Councillor Frew, seconded by Councillor Fransen that the City of
Revelstoke Sign Amendment Bylaw No. 1645, 2000 be given First, Second and Third
Readings by Council.

5. Section 700, Filing Notice on Title (313 First Street East) Building Permit
#99-09
Moved by Councillor Frew, seconded by Councillor Fransen that Council authorize
Administration to proceed to file a notice on title against Parcel "D"
(DD KN 23670), Block 21, Plan 636A , pursuant to Section 700 of the Local
Government Act.

Moved by Councillor Singh, seconded by Councillor Fransen that the Aquatic study
project be awarded to Roger Hughes and Partners Architects for the base amount
of $35,850 (plus taxes) as per their bid proposal dated September 6, 2000.

Moved by Councillor Fransen, seconded by Councillor Scarcella that application
be made for cessation of whistling at the Pearson Street crossing, subject to
completion of the crossing signal installation and that $23,400 be included in
the 2001 budget discussions
.

3. Resolution to Change Date of Regular Council Meeting
WHEREAS Council may vary the time or date of a specific regular meeting pursuant
to Section 1(d) of the City of Revelstoke Council Procedures Bylaw No. 1628,
2000;
AND WHEREAS Council deem it necessary to attend the annual UBCM Convention being
held October 23, through to October 27, 2000 in Victoria, BC;
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the date
of the Regular Council Meeting for Monday, October 23, 2000 be re-scheduled to
Monday October 30, 2000.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Fransen that Council
reconvene into In Camera at 4:40 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.
