CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor MacFarlane, seconded by Councillor Singh that the Agenda be
adopted with the following addition: CORRESPONDENCE: 5.g) Apartment Building
Owners - City Utility Charges.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - July 24, 2000
Moved by Councillor Richardson, seconded by Councillor Fransen that the Minutes
of the Regular Council Meeting held July 24, 2000 be adopted as presented.

Moved by Councillor Singh, seconded by Councillor Richardson that the Minutes of
the Special Council Meeting held August 4, 2000 be adopted as presented.

SPECIAL PRESENTATION:
1. Shawn Pankiw - Rotary Exchange to Sakurai, Japan
Shawn Pankiw presented Mayor Bernacki with gifts from the Mayor of Sakurai,
Japan. He advised that he had the opportunity of travelling to Japan through the
Rotary Exchange Program. He then introduced his friend, Kota Tanioku, who was
his host brother. Mr. Tanioku was welcomed to Revelstoke by Mayor Bernacki.

2. Bobbi Fox - Grizzly Plaza Re: Wheel Chair Access
Moved by Councillor Frew, seconded by Councillor Fransen that Ms. Fox's request
for a wheelchair ramp near the bus stop in Grizzly Plaza be referred to the
Public Works Committee for consideration. Furthermore, that wheelchair access
from one sidewalk to the other sidewalk also be reviewed to determine if a
crossing could be provided in the middle of Grizzly Plaza during times when the
plaza is closed to traffic.

3. Chantel Lalonde - Robson Ave. & 2nd Street East Re: Traffic/Signage
Concerns
Moved by Councillor Fransen, seconded by Councillor Frew that Ms. Lalonde's
safety concerns and signage requests be referred to the Traffic Safety Committee
for review and report back to Council.

4. Revelstoke Chamber of Commerce - Letter to Minister of Small Business and
Tourism Re: Red-Listing of Mountain Caribou

5. Revelstoke Arts Council - Grant in Aid Request Re: The 2nd Annual Columbia
Kootenay Cultural Alliance Conference
Moved by Councillor MacFarlane, seconded by Councillor Fransen that the
Revelstoke Arts Council's request for a grant in aid in an amount to cover
applicable room rental fees at the Community Centre during the September 29, 30
and October 1, 2000 conference be referred to the Finance Committee for review
and report back to Council.

6. Glacier House Resort - Liquor Licenses Application
Moved by Councillor Fransen, seconded by Councillor Richardson that Council
support the Glacier House Resort application to the Liquor Control and Licensing
Branch for Class 'A' and Class 'B' liquor licenses.

7. Apartment Building Owners Concerns Re: Utility Rate Structure
Moved by Councillor Richardson, seconded by Councillor Fransen that the letter
received from various apartment building owners noting dissatisfaction with the
utility rate structure be referred to the Finance Committee and report back to
Council.

Moved by Councillor Fransen, seconded by Councillor MacFarlane that the
Revelstoke Transit Service Agreement, effective November 28, 2000 between the
City of Revelstoke and British Columbia Transit, be renewed by Council and that
the Mayor and Director of Corporate Administration be authorized to sign and
seal the agreement.

Moved by Councillor MacFarlane, seconded by Councillor Singh that the Victoria
Road Enhancement Signage Policy dated August 9, 2000 be approved by Council as
presented.

Councillor Fransen recommended that staff notify businesses that there is a new
signage policy in place.

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the City
of Revelstoke Water Regulation Bylaw #1643, 2000 be given Final Reading and be
Adopted by Council.

2. City of Revelstoke Sewer Regulation Bylaw #1644, 2000 - Adoption
Moved by Councillor Richardson, seconded by Councillor Frew that the City of
Revelstoke Sewer Regulation Bylaw #1644, 2000 be given Final Reading and be

4. Minutes of a Finance Committee Meeting - August 3, 2000
i. Transit Service - Guaranteed Income Supplement
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Transit Committee and the Finance Department liaise to explore the most
appropriate method of providing annual transit passes to recipients of the
Guaranteed Income Supplement and that the City pay the $45 fee for each
applicant when necessary.

COUNCILLOR SINGH, Chairman Social - Parks and Recreation
1. BMX Track - New Location
It was reported that a new site at the end of the running track at Centennial
Park was found to be better suited for the BMX track. As this site is located on
City property, the agreement between the City and School District #19 to lease
the land adjacent to the school bus maintenance garage is no longer required.
2. Temporary Pool Closure
The Director of Parks and Recreation updated Council on the temporary closure of
Centennial Pool. The Regional Health Inspector, Jim Knox, ordered the pool
closed on August 8 after test results taken on August 3 indicated levels of
pseudomonas aeruginosa (a waterborne micro-
organism responsible for eye and ear infections and skin rashes). Cleaning
procedures to disinfect the pool were promptly completed by pool staff. The pool
was successfully treated and reopened on August 11, 2000.
MAYOR BERNACKI, Chairman Administration, Policy, Bylaws and Public Relations
1. City Donation to ALS Society - In Memory of Lee Camara
Mayor Bernacki acknowledged with regret the passing of Lee Camara, a long-time
employee of the City of Revelstoke. A donation will be made to the ALS Society
in memory of Lee.
OLD BUSINESS:
1. Westside Quarry Proposal - Ministry of Mines Referral
Moved by Councillor Frew, seconded by Councillor Fransen that a letter be sent
to the Ministry of Energy and Mines thanking Mr. Sequin, Acting District
Manager, for his reply and advising him that Council's concerns have been
satisfied.

NEW BUSINESS:
Nil.
RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
move into In Camera at 4:10 p.m. to further consider items of business pursuant
to Section 242.2 of the Local Government Act.
