MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, JULY 10, 2000
COMMENCING AT 3:30 P.M.

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:35 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Richardson, seconded by Councillor Frew that the Agenda be
adopted with the following additions: COMMITTEE REPORTS: Councillor Fransen -
7.c) Water Treatment Plant Opening Information; Councillor Singh - 12.b)
Revelstoke Chamber of Commerce Director's Meeting - June 13, 2000; and NEW
BUSINESS - City Council Appointment to BC Hydro Water Use Planning

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - June 26, 2000
Moved by Councillor Scarcella, seconded by Councillor Fransen that the Minutes
of the Regular Council Meeting held June 26, 2000 be adopted as presented.

SPECIAL PRESENTATION:
1. Rocky Mountain Rangers - In Recognition of 100 Year of History 1898 - 1998
Mayor Bernacki displayed a framed picture and advised that it was to be
presented to the citizens of Revelstoke in 1998, which marked the 100th
anniversary of the founding of five independent rifle companies (No. 5 Rifle
Company - Revelstoke) of the Rocky Mountain Rangers. With the formal
amalgamation of these companies in 1908, the Rocky Mountain Rangers attained
regimental status.

1. Revelstoke BMX Association - Request Donation of 80 Yards of Gravel
Moved by Councillor Scarcella, seconded by Councillor Fransen that the
Revelstoke BMX Association's request for the City to donate 80 yards of gravel
be referred to the Public Works Committee of Council.

2. Safe Start House - Visit to Revelstoke Re; Injury Prevention Program
3. Ministry of Transportation and Highways Re: Gateway Project/Western Access
Intersection Improvements
Moved by Councillor Fransen, seconded by Councillor Richardson that a letter be
sent to the Ministry of Transportation and Highways advising that City Council
has acknowledged the delay of its project to the spring of 2001 to allow for
effective highway planning by the Ministry of Transportation and Highways; that
the MoTH be reminded that Council does not agree with the cost sharing proposal
as improvements to the Trans Canada Highway intersection are the responsibility
of the provincial government, not the City of Revelstoke; and that a letter be
sent to the Ministry of Municipal Affairs with copy to the Columbia River -
Revelstoke MLA requesting an extension for the City's Gateway Project grant due
to the necessity of the Ministry of Transportation and Highways completing its
highway planning process.

2. Second Street/Rokeby Avenue Reconstruction (2000) Contract #00.1.5.
Moved by Councillor Fransen, seconded by Councillor Scarcella that Council award
the Second Street/Rokeby Avenue Reconstruction Contract #00.1.5 to Valley
Blacktop Ltd. for the low bid in the amount of $554,004.67 (including GST).

3. Water Treatment Plant - Update
Councillor Fransen reconfirmed the arrangements for the grand opening of the
water treatment plant for Friday and Saturday. He then announced that water
filtration was underway and by Friday, chlorine treatment should be reduced.

1. Monthly Building Permit and Accumulative Permit Summaries - June 2000
2. Section 700, Filing Notice on Title (403 West 2nd Street) Building Permit
#99-07 (Ref #96-62)
Moved by Councillor Frew, seconded by Councillor Fransen that Council authorize
Administration to proceed to file a notice on title against Lot 2, Plan NEP
23104 pursuant to Section 700 of the Local Government Act.

3. Section 700, Filing Notice on Title (1613 Nixon Road) Building Permit #96-134
Moved by Councillor Frew, seconded by Councillor Fransen that Council authorize
Administration to proceed to file a notice on title against Parcel A (see
166964I) Lot 28, district Lot 7, Plan 1067, except part included in Plan 12206,
pursuant to Section 700 of the Local Government Act.

Moved by Councillor Singh, seconded by Councillor Scarcella that the
recommendations as outlined in the Economic Development Commissioner's
memorandum of July 6, 2000 be referred to the Economic Development Committee to
review and report back to Council.

Councillor Richardson announced that the Royal Canadian Legion will be the
location of the community kitchen. There will be a three month probationary
period for the program.

2. City of Revelstoke Security Issuing Bylaw #1641, 2000
Moved by Councillor Scarcella, seconded by Councillor Richardson that the City
of Revelstoke Security Issuing Bylaw #1641, 2000 be given First, Second and
Third Readings by Council.

Moved by Councillor Scarcella, seconded by Councillor Richardson that the City

COUNCILLOR SINGH, Chairman Social - Parks and Recreation
1. 7th Annual Cougars Ball Tournament
Moved by Councillor Singh, seconded by Councillor Fransen that a letter be sent
to Revelstoke Minor Ball acknowledging the good work in organizing the Annual
Cougars Baseball Tournament.

2. Minutes of the Revelstoke Chamber of Commerce Directors Meeting - June 13,
2000
MAYOR BERNACKI, Chairman Administration, Policy, Bylaws and Public Relations
No report.
NOTE: Councillor Singh stated that he may be in a possible conflict of interest
due to the mentioning of his business in the correspondence. He then retired
from Council Chambers at 4:07 p.m.
OLD BUSINESS:
1. City Highway Signage
Moved by Councillor Fransen, seconded by Councillor Richardson that a
"Welcome to Revelstoke" sign be designed by Mainstreet Consulting to
be placed under the Railway Museum signs at both the Eastern and Western
entrances to the City and that the existing "Welcome to Revelstoke"
sign located west of the City be removed once the new signs are installed.

NOTE: Councillor Singh returned to Council Chambers at 4:09 p.m.
NEW BUSINESS:
1. BC Hydro Water Use Planning Consultative Committee - City Representation
Moved by Councillor Scarcella, seconded by Councillor Richardson that Mayor
Bernacki be designated as the City of Revelstoke representative on the BC Hydro
Water Use Planning Consultative Committee.
CARRIED
RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Fransen that Council
reconvene into In Camera at 4:11 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.
