CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Richardson, seconded by Councillor Fransen that the Agenda
be adopted with the following additions: COMMITTEE REPORTS, Councillor Fransen -
7.e) Monthly RCMP Report - May 2000; and Councillor Singh - 12.b) Bocce Court
Opening.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - May 23, 2000
Moved by Councillor Frew, seconded by Councillor Singh that the Minutes of the
Regular Council Meeting held May 23, 2000 be adopted as presented.

2. Minutes of a Public Hearing - May 23, 2000
DELEGATION:
1. Grade 2 Class, Arrow Heights Elementary Re: Western Painted Turtle
Ms. Toni Johnston's Grade 2 Class advised Council about the nesting areas of the
Western Painted Turtle along the pedestrian path of the Red Devil Hill. The
class requested that the City locate a permanent sign near the mail boxes at the
top of the hill and three or four more turtle crossing signs along Airport Way.
The interpretive sign would be comparable to the one currently located at Bridge
Creek by displaying pictures and information about the turtles and how we can
protect their nesting areas.
Mayor Bernacki thanked everyone for attending and the delegation then retired
from Council Chambers.

requests be referred to the Public Works Committee for review and report back to
Council.

1. Mountain Arts Festival - Street Closure
Moved by Councillor Frew, seconded by Councillor Scarcella that Council approve
the Mountain Arts Festival Committee's request to close Grizzly Plaza and the
two adjacent parking lots to traffic from 4:00 p.m. to 8:00 p.m. on Firday,
September 15, from 9:00 a.m. to 8:00 p.m. on Saturday, September 16 and from
9:00 a.m. to 4:00 p.m. on Sunday, September 17, 2000.

2. Revelstoke River Trail - Area Residents/Property Owners Support
3. Hillcrest Resort Hotel - Highway Signage Requests
Moved by Councillor Scarcella, seconded by Councillor Frew that the request from
the Hillcrest Resort Hotel to relocate the "Welcome to Revelstoke"
signs on the Trans Canada Highway be referred to the Signage Task Force for
review and report back to Council.

4. UBCM - Five Year Review of RCMP Policing Agreements
5. Revelstoke Chamber of Commerce - Raid the North Extreme Challenge Race
Moved by Councillor Fransen, seconded by Councillor Richardson that the various
Grizzly Plaza useage requests received from the Revelstoke Chamber of Commerce,
on behalf of Frontier Adventure Racing Ltd. (the race organizers) be referred to
the Planning Department for consultation in accordance with the City's Vending
and Performances Policy.

6. Mrs. M. Jaatteenmaki, North OK Health Region Representative - Letter of
Resignation
Mayor Bernacki noted concern with the resignation of Moira Jaatteenmaki from the
Board of the North Okanagan Health Region and indicated her desire to meet with
concerned individuals in the community to review the issue. Accordingly, Mayor
Bernacki established an 'Ad Hoc' Committee to investigate the reasons for Mrs.
Jaatteenmaki's announced resignation. Committee appointments are as follows: the
Chair of the Social Committee - Councillor Richardson, Councillor Scarcella and
Mayor Bernacki.
Moved by Councillor Frew, seconded by Councillor Richardson that a letter be
sent to Moira Jaatteenmaki, on behalf of Mayor and Council, in appreciation of
her 22 years of health care service to the community.

7. Interior Reforestation Co./CD'A Planning Consultant Re: Columbia Kootenay
Fisheries Renewal Partnership Program
Moved by Councillor Frew, seconded by Councillor Singh that staff respond to
CD'A Planning and Interior Reforestation Co. indicating Council's interest in
participating in the Columbia Kootenay Fisheries Renewal Partnership process and
that Revelstoke be suggested as one of the three locations for the workshop
session. Also that, the information be forwarded to the Revelstoke Rod and Gun
Club for their information.

8. Community Futures Development Corp. - Letter of Support Re: CSRD Economic
Opportunities Fund Application
Moved by Councillor Frew, seconded by Councillor Scarcella that Council approve
the request from Community Futures Development Corporation for a letter of
support in application of funds in the amount of $3,274.06 from the CSRD
Economic Opportunity Fund to support the start-up of the Revelstoke Development
News quarterly publication.

9. Revelstoke Housing Resource Centre - Official Community Plan
Moved by Councillor Fransen, seconded by Councillor Richardson that the
Revelstoke Housing Resource Centre's recommendations on affordable housing
issues within the City of Revelstoke Official Community Plan be referred to the
Advisory Planning Commission for review and report back to Council.

authorize an 'open air' burning ban during the months of July and August 2000.

Moved by Councillor Fransen, seconded by Councillor Richardson that Council
accept the Jacobson Ford Sales (Revelstoke) low bids to supply the following
(prices are exclusive of applicable taxes): one - survey van at $22,873; two -
full size 1/2 Ton regular cab trucks at $23,792 each; and one - 1 Ton regular
cab truck including stakebody at $28,507.

i. Glacier House Resort - Proposed Billboard Sign
Moved by Councillor Frew, seconded by Councillor Fransen that staff provide
detailed siting and locational criteria for the location of a third billboard
sign, that the existing signs be grandfathered, and that Glacier House Resort
provide detailed sign specifications through submission of a Sign Permit
application.

ii. 700 Notice (403 Second Street West) Outstanding Building Permit
Moved by Councillor Frew, seconded by Councillor Scarcella that Council
authorize staff to proceed to file notice on title pursuant to Section 700 of
the Municipal Act and that Council issue a Notice of Hearing to the owner
advising that a hearing will be held at 3:00 p.m. on July 10, 2000 in Council
Chambers.

Moved by Councillor Frew, seconded by Councillor Fransen that Council authorize
staff to proceed to file notice on title pursuant to Section 700 of the
Municipal Act and that Council issue a Notice of Hearing to the owner advising
that a hearing will be held at 3:00 p.m. on July 10, 2000 in Council Chambers.

iv. Advisory Planning Commission - Establishment Bylaw
Moved by Councillor Frew, seconded by Councillor Fransen that staff be
authorized to draft an amended Advisory Planning Committee Bylaw to clarify
existing discrepancies.

v. Appointment to the Heritage Commission
Moved by Councillor Frew, seconded by Councillor Fransen that Beverly A. Wiege
be appointed to the Community Heritage Commission.

vi. Alpine Village Shopping Centre
Moved by Councillor Frew, seconded by Councillor Fransen that staff meet with
the Alpine Village Administrator to discuss which development applications will
be required.

vii. Accessory Building (2065 Laforme Blvd)
Moved by Councillor Frew, seconded by Councillor Fransen that staff advise the
applicant to apply for a Development Variance Permit for a proposed accessory
building.

viii. Enforcement of an Illegally Placed Trailer (750 Tum Tum Road)
Moved by Councillor Frew, seconded by Councillor Fransen that staff proceed with
enforcement to remove the trailer and that staff confirm the existence of a
third trailer on site is in contravention to municipal bylaws.

ix. Development Approval Process
Moved by Councillor Frew, seconded by Councillor Scarcella that staff prepare a
one page brochure outlining the main guidelines to consider in the development
process.

5. Minutes of a Planning Committee Meeting - June 2, 2000
i. Mark/Sandra Chipman (302 First Street East) DP-2000-01
Moved by Councillor Frew, seconded by Councillor Fransen that Council approve
the following actions in response to unauthorized changes to Development Permit
#DP-2000-01 for the commercial building currently under construction: a. that
the change to the cornice moulding be approved; b. that the 12 accent pilasters
adjacent to the doorways remain and that the 18 intermediate pilasters be
removed; c. that in lieu of the corner pilasters that build outs of four to six
inches with a 24 inch stucco bank be constructed; that mouldings be installed on
the windows and doors as originally appproved to ensure the heritage look of the
building; and that the guard rail adjacent to the retaining wall be provided as
a requirement of the building code.

ii. Southside Grocery (900 Fourth Street East)
Moved by Councillor Frew, seconded by Councillor Fransen that no parking be
permitted on Edward Street between the two entry / exits and that a yellow line
be painted and 'no parking' signs installed; that staff ensure that the cross
walk on Edward Street is well marked at all times; and that landscape detail be
approved as outlined in a facsimile dated May 29, 2000 from Barbara Johnstone-Davidson,
Landscape Architect.

iii. Glacier House Resort - Billboard Sign
Moved by Councillor Frew, seconded by Councillor Fransen that the two existing
billboard signs be grandfathered, that the billboard sign proposed for Glacier
House Resort be the legally approved sign, that the Development Permit for
design and location of the billboard sign be approved and that Glacier House
Resort apply for a sign permit upon completion of the Development Permit.

iv. Farwell Plaza (1403 Victoria Road West) Signage for Internet Kiosk
Moved by Councillor Frew, seconded by Councillor Fransen that the sign be
approved with preference given to design Option #2.

6. City of Revelstoke Zoning Amendment Bylaw #1638 (Southside Grocery) - Third
Reading & Adoption
Moved by Councillor Frew, seconded by Councillor Scarcella that the City of
Revelstoke Zoning Amendment Bylaw #1638, 2000 be given Third Reading and be
Adopted by Council.

Moved by Councillor Frew, seconded by Councillor Fransen that the City of
Revelstoke Zoning Amendment Bylaw #1640 be given Third Reading by Council and
that the bylaw be forwarded to the Ministry of Transportation and Highways for
approval.

Dr. G.S. Battersby, Chair of the Revelstoke River Trail Committee, briefly
reviewed the Historical Perspective on the Revelstoke River Trail that was
submitted on behalf of the River Trail Committee. Mayor Bernacki thanked Dr.
Battersby for his presentation and he then retired from Council Chambers at 5:00
p.m.
Moved by Councillor Scarcella, seconded by Councillor Singh that City
Engineering staff be authorized to prepare designs and estimate costs for the
provision of enhancement-type standards on the proposed Front Street trail
alternative (including road specifications, widths, alignment, optional one-way
traffic flow, right of way parking, sidewalks, cycle path, upgrading costs for
underground services, lay out and how much land would be needed to meet the
requirements).

request for proposals for a Fish Biologist to prepare a Project Report for the
Department of Fisheries and Oceans with respect to the riparian area of the
Columbia River.

and Sewer Regulation Bylaws be made available for inspection at City Hall during

iv. Review of Council Indemnities - Policy Resolution
Moved by Councillor Richardson, seconded by Councillor Frew that Council hereby
establishes a policy that requires the review of indemnities paid to the Mayor
and Councillors each year by reference to increases received by City staff and
any other data deemed relevant which may include, but shall not be limited to,
the consumer price index and UBCM survey information.

1. Illecillaewaet River Erosion
That Council strongly request that BC Hydro make immediate repairs to the river
bank on the South side of the Illecillewaet River, downstream from the Airport
Way bridge to stop the erosion that is taking place and to meet with City
Council to discuss a permanent solution to this problem.

Moved by Councillor Fransen, seconded by Councillor Richardson that Council move
into In Camera at 5:30 p.m. to further consider items of business pursuant to
Section 242.2 of the Municipal Act.

BUSINESS ITEMS TO REPORT:
1. Water Treatment Plant - Opening Ceremonies
That the official opening of the Water Treatment Plant be held Friday, July 14,
2000 and that community tours be held on Saturday, July 15, 2000. Also that the
slogan 'Revelstoke - Better than Ever' be approved.

as approved by Council In Camera, be adopted.
