CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor MacFarlane, seconded by Councillor Scarcella that the Agenda

Moved by Councillor Frew, seconded by Councillor Fransen that Council authorize
the Public Works Department to proceed with traffic flow markings as outlined.

i. Traffic Flow / Safety Concerns at Fourth Street & Victoria Road
(Continued...)
Mayor Bernacki requested that the Traffic Safety Committee review complaints
received from residents on Townley Street. The wideness of the street appears to
encourage drivers to speed and pass other vehicles.
ii. Traffic Signage - Fourth Street & Victoria Road
Moved by Councillor Frew, seconded by Councillor Scarcella that Council approve
the following changes to signage: 1) replacement of the 'Yield' signs with
'Stop' signs at Robson Avenue, First, Second, Third, Fifth, Sixth, and Seventh
Streets at Victoria Road; 2) the 'Crosswalk Ahead' sign be moved to Fourth
Street from Third Street; and 3) starting at Orton Avenue, that signs be
installed advising traffic that the curb lane is for straight or right turn
only.

iii. Traffic Signage - Garden Avenue & Pearson Street Intersections
Moved by Councillor Frew, seconded by Councillor Fransen that Council approve
the installation of 'Stop' signs at Garden Avenue and Pearson Street coming onto
Second and Third Streets.

Moved by Councillor Frew, seconded by Councillor Fransen that Council approve
the installation of 'Playground' signs on Second Street in the area of Garden
Avenue and Pearson Street.

3. Floodplain Control Levels - Big Eddy
Moved by Councillor MacFarlane, seconded by Councillor Richardson that a letter
be sent to the Honourable Joan Sawicki, Minister of Environment, Lands and Parks
with copies to the Honourable Cathy McGregor, Minister of Municipal Affairs and
the Honourable Jim Doyle, MLA for Columbia River - Revelstoke, advising of the
floodplain situation in the Big Eddy area and requesting that appropriate
funding be allocated so that the preparation of the technical assessment can be
completed by the Ministry of Environment.

4. City of Revelstoke Zoning Amendment Bylaw #1638, 2000 (Southside Grocery)
Moved by Councillor Frew, seconded by Councillor Fransen that the City of
Revelstoke Zoning Amendment Bylaw #1638 be referred back to the Planning and
Land Development Committee of Council to consider the comments received during
the Public Hearing held May 23, 2000.

Bylaw #1596 - Adoption
Moved by Councillor Frew, seconded by Councillor Fransen that the City of
Revelstoke Official Community Plan Amendment Bylaw #1596, 2000 be given Third
Reading and be Adopted by Council.

6. City of Revelstoke Zoning Amendment (Downie Timber Ltd.) Bylaw #1595 -
Adoption
Moved by Councillor Frew, seconded by Councillor Scarcella that the City of
Revelstoke Zoning Amendment Bylaw #1595, 2000 be given Third Reading and be
Adopted by Council.

7. City of Revelstoke Official Community Plan Amendment (Classic Collision)
Bylaw #1598 - Adoption
Moved by Councillor Frew, seconded by Councillor MacFarlane that the City of
Revelstoke Official Community Plan Amendment Bylaw #1598, 2000 be given Final
Reading and be Adopted by Council.

8. City of Revelstoke Zoning Amendment (Classic Collision) Bylaw #1597 -
Adoption
Moved by Councillor Frew, seconded by Councillor MacFarlane that the City of
Revelstoke Zoning Amendment Bylaw #1597, 2000 be given Final Reading and be
Adopted by Council.

Moved by Councillor Frew, seconded by Councillor Singh that Council's
authorization for the issuance of the Development Permit be updated from
November 23, 1998 to May 23, 2000.

Moved by Councillor MacFarlane, seconded by Councillor Scarcella that the City
of Revelstoke write a letter to Mr. Jim Abbott, Member of Parliament for
Kootenay Columbia, as well as, the Right Honourable Jean Chretien, Prime
Minister, the Honourable Jane Stewart, Minister of Human Resources Development,
Leaders of the Opposition Parties and the Federation of Canadian Municipalities
requesting that the Federal Government ensure that the level of employment
insurance coverage is sensitive to the needs of the unemployed and that the
employment insurance deductions reflect the actual financial liabilities and
needs of the insurance program.

i. Mayor and Council Indemnity Increase
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
Mayor's and the Councillors' indemnity be increased to $18,000 and $9,000 per
year respectively, effective January 1, 2001 and that Bylaw #1399 be amended
accordingly to reflect such change.
Moved by Councillor Singh, seconded by Councillor MacFarlane that the motion be
amended for consideration separately.

Question was called on the first of two motions, amended as follows:
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
Mayor's indemnity be increased to $18,000 per year effective January 1, 2001 and
that Bylaw #1399 be amended accordingly to reflect such change.

Question was called on the second of two motions, amended as follows:

Councillors' indemnity be increased to $9,000 per year effective January 1, 2001

i. Mayor and Council Indemnity Increase (Continued...)
Moved by Councillor MacFarlane, seconded by Councillor Richardson that City
policy be established that requires a review of the Mayor's and Councillors'
indemnities on an annual basis with reference to increases received by City
staff and other relevant data (ie. inflation, comparable local government
averages, etc.).

ii. Travel Expense - Mileage Rate Increase
Moved by Councillor Scarcella, seconded by Councillor Richardson that the City's
mileage rate be increased from $0.32 per kilometre to $0.35 per kilometre
effective immediately and that the City's Policy Resolution #C-5 be amended
accordingly.

iii. MacDonald's
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the
Director of Finance be authorized to refund $5,000 to Mr. Nacarato that was
contributed towards sidewalk construction on the business frontage road abutting
the MacDonald's property that was not constructed.

iv. Emergent Expenditure Policy - Resolution
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that Council
hereby establishes a policy that, once the budget has been established for the
current year it can only be amended to accommodate emergent expenditures and
such expenditures shall be defined as those arising from:
a. an accident, fire, explosion or technical failure or by the forces of nature;
and
b. a requirement for prompt coordination of action or special regulation of
persons or property to protect the health, safety or welfare of people or to
limit damage to property; or
c. an emergent matter which affects the economic, social or environmental well
being of the community or provides an unforeseen opportunity to enhance the
programs, services or facilities provided by the City.
Where the emergent expenditure is imperative under clauses a. and b. above, the
expenditure shall be reported to Council at the next regular Council meeting.
Expenditures under clause c. shall require prior Council approval.

3. Municipal Finance Authority Borrowing
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the
Director of Finance be authorized to negotiate with the Municipal Finance
Authority, on behalf of the City of Revelstoke, and 'lock in' its anticipated
borrowing at current interest rates for the 2000 fall issue.

COUNCILLOR SINGH, Chairman Social - Parks and Recreation
1. Minutes of a Recreation Committee Meeting - May 11, 2000
i. Revelstoke Aquatic Centre - Terms of Reference for Initial Planning &
Design
Moved by Councillor Singh, seconded by Councillor Fransen that Council accept
the Terms of Reference with the following additions, as recommended by the
Indoor Pool Committee: a. include the July 1998 Pool Report when sending out the
terms of reference; b. under 1.0, include capital and operating costs in the
final sentence; and c. under 2.2, include geo technical work and servicing of
water and sewer.

ii. Williamson Lake - 2000 Capital Budget
Moved by Councillor Singh, seconded by Councillor Fransen that the 2000 capital
budget allocation in the amount of $4,200 for campground power upgrading at
Williamson Lake be transferred to site restoration.

iii. Scott Tennant Memorial Playground Location
Moved by Councillor Singh, seconded by Councillor MacFarlane that Wooden Head
Park be approved as the site for the playground in memory of Scott Tenant and
that a site meeting be arranged for those people wishing to have input into the
installation location.

iv. School District Land Lease for BMX Track
Moved by Councillor Singh, seconded by Councillor Fransen that the City lease
the land adjacent to the School District bus maintenance garage from the School
District for $1 per year and then enter into a contractual agreement with the
BMX Association for the use of the land.

2. Revelstoke Blues Society - Public Special Occasion Event Permit
Moved by Councillor Singh, seconded by Councillor MacFarlane that the
application from the Revelstoke Blues Society for a Public Special Occasion
Event Permit on June 16 and 17, 2000 be approved by Council.

3. BC Festival of the Arts
Moved by Councillor Singh, seconded by Councillor Frew that the Director of
Parks and Recreation be directed to research information about hosting the BC
Festival of the Arts in Revelstoke.
