MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, MAY 8, 2000
COMMENCING AT 3:30 P.M.

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Agenda be adopted with the following additions: COMMITTEE REPORTS, Councillor
Singh - 11.a) Minutes of the OUC Revelstoke Centre Advisory Committee Meeting -
March 15, 2000; 11.b) Minutes of a Director's Meeting of the Revelstoke Chamber
of Commerce - April 19, 2000; 11.c) Revelstoke Grizzlies Hockey Club - Proposed
Arena Dressing Room Facility; and 11.d) Brianne Wolgram - Statue Location
Approval.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - April 25, 2000
Moved by Councillor MacFarlane, seconded by Councillor Singh that the Minutes of
the Regular Council Meeting held April 25, 2000 be adopted as presented.

1. Y. Tokoro Re: Ono-Cho Student Exchange - Letter of Appreciation
Moved by Councillor Richardson, seconded by Councillor Singh that a letter be
sent to the Mayor of Ono-Cho, Japan, following up on the successful student
exchange program held in Revelstoke.

2. Tourism Action Society in the Kootenays - Letter of Support
Moved by Councillor Frew, seconded by Councillor Richardson that a letter be
sent to Tourism Action Society in the Kootenays in support of the proposed
development of an environmental awareness program to encourage responsible
recreation on shorelines and waterways in the Columbia Basin.

as a Volunteer Fire Fighter.

Moved by Councillor Frew, seconded by Councillor Fransen that Council endorse
the following Heritage Award categories for 2000: a. Residential Renovations; b.
Commercial Renovations; c. Institutional Renovations; d. Residential Detail; e.
Residential Infill; and f. Commercial Infill.

3. City of Revelstoke Zoning Amendment (Planden) Bylaw #1640, 2000
Moved by Councillor Frew, seconded by Councillor MacFarlane that the City of
Revelstoke Zoning Amendment Bylaw #1640, 2000 be given First and Second Readings
by Council and that a Public Hearing pursuant to Sections 890 and 892 of the
Municipal Act be scheduled for 3:00 p.m., June 12, 2000.

the amended Terms of Reference for the Revelstoke Area Economic Development
Commission as recommended by the Columbia Shuswap Regional District.

Moved by Councillor Scarcella, seconded by Councillor Richardson that Miss Lisa
Sessa be awarded a grant-in-aid of $1,000 towards the costs of her registration
fees in the Miss Teen Canada International Pageant 2001 on condition that, after
the event, she make a presentation to Council about her experience at the
pageant, and that these funds be paid from the Contingency Fund.

Moved by Councillor Scarcella, seconded by Councillor Frew that the City of
Revelstoke Five Year Financial Plan Bylaw #1635, 2000 be given Final Reading and
be adopted by Council.

4. City of Revelstoke Annual Tax Rates Bylaw #1639, 2000
Moved by Councillor Scarcella, seconded by Councillor Richardson that the City
of Revelstoke Tax Rates Bylaw #1639, 2000 be given Final Reading and be Adopted
by Council.

Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the City
of Revelstoke Water Regulations Amendment Bylaw #1633, 2000 be given Final
Reading and be Adopted by Council.

6. City of Revelstoke Sewer Rates Amendment Bylaw #1634, 2000
Moved by Councillor Scarcella, seconded by Councillor Richardson that the City
of Revelstoke Sewer Rates Amendment Bylaw #1634, 2000 be given Final Reading and
be Adopted by Council.

1. Minutes of an Okanagan University College Revelstoke Centre Advisory
Committee Meeting - March 15, 2000

3. Revelstoke Grizzlies Hockey Club - Proposed Arena Dressing Room Facility
Moved by Councillor Singh, seconded by Councillor Fransen that the Grizzlies
Hockey Club's conceptual plans, drawings, and preliminary engineering work be
referred to the Building Inspector to review and make recommendations as may be
necessary, pursuant to the Building Code and other City regulations.

Moved by Councillor Singh, seconded by Councillor Fransen that City staff
prepare cost estimates to bring City services to that part of the building in
order to accommodate the proposed constructionprovide.

4. Brianne Wolgram - Endorsement of 'Statue of Hope' Location
Moved by Councillor Singh, seconded by Councillor Richardson that Council
endorse the placement of the 'Statue of Hope' to be located in the middle of
Woodenhead Park.

OLD BUSINESS:
1. Boundary Extension - Mt. Mackenzie Resort Development
Moved by Councillor Fransen, seconded by Councillor Frew that Council request
that the Minister of Municipal Affairs consider the extension of City boundaries
to accommodate the proposed Mt. Mackenzie Resort development as outlined in the
"Expression of Interest" document presented to Council on April 25,
2000, including a statement indicating Council's intent to also pursue further
extension of boundaries to include the on-mountain ski hill operating area and
the Greeley Creek watershed.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
move into In Camera at 4:15 p.m. to further consider items of business pursuant
to Section 242.2 of the Municipal Act.
