CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Agenda be adopted with the following addition: CORRESPONDENCE - 6.g) Revelstoke
Builders Re: Street Closure Request.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - April 10, 2000
Moved by Councillor MacFarlane, seconded by Councillor Singh that the Minutes of
the Regular Council Meeting held April 10, 2000 be adopted as presented.

DELEGATIONS:
1. Greg Edwards, President, Shuswap Columbia District Labour Council Re:
"Day of Mourning" and Call for Employment Insurance Program Review
Mr. Edwards requested Council recognize April 28 as the Day of Mourning for
workers killed or injured on the job. He then reported on various changes made
to the Employment Insurance Program over the years that has turned the program
from a safety net for workers into a cash generator for the Federal Government.
The proposed resolution calls for a Federal review of the EI Program to
re-establish reasonable levels of coverage.
Moved by Councillor MacFarlane, seconded by Councillor Richardson that flags on
municipal buildings be flown at half-mast on Friday, April 28 and that the horn
at the fire hall be sounded at 11:00 a.m. reminding workers to observe a moment
of silence.

Moved by Councillor MacFarlane, seconded by Councillor Singh that the Shuswap
Columbia District Labour Council's request for Endorsement of a resolution on
Employment Insurance be referred to the Economic Development Committee of
Council for review and report back to Council.

2. Front Street Area Residents - Proposed Revelstoke River Trail Section
Mengia Nicholson, Brian Abear, Robin Abear, Vern Enyedy, and Dr. Ross Hoshizaki
submitted to Council statements from a group of property owners living in the
area of the proposed section of River Trail (Old Columbia River Bridge to
Centennial Park) voicing opposition. Some of the noted concerns include loss of
privacy, loss of security, loss of natural habitat, large costs relative to
benefits, construction difficulties, nuisance factors, safety issues, rights of
property owners, loss of property values, etc. It was suggested that the City
investigate alternate routes for the connecting section.
Councillor MacFarlane clarified that the Revelstoke River Trail Committee will
report to Council once there has been opportunity to review all the information.

1. Revelstoke Community Childcare Society - Street Closure
Moved by Councillor Richardson that the Revelstoke Community Childcare Society's
request to close Grizzly Plaza to traffic on Monday, May 1, 2000 from 9:00 a.m.
to 12:30 p.m. to celebrate Child Care Month with a rally for children, families
and care providers be approved by Council.

2. Revelstoke Printing Company - Street Closure
Moved by Councillor Frew, seconded by Councillor Richardson that Revelstoke
Printing Company's request, on behalf of the participating Revelstoke merchants,
to close Mackenzie Avenue from Grizzly Plaza to Second Street and First Street
from Mackenzie Avenue to Campbell Avenue during regular business hours on
Saturday, May 13 and Sunday, May 14, 2000, be approved by Council.

4. Benefit Management Limited - Memorial (Scott Tennant) Playground
Moved by Councillor Singh, seconded by Councillor Frew that Benefit Management
Limited's inquiry into City-owned land that could be donated towards a memorial
park/playground be referred to Parks and Recreation Committee of Council for
review and report back to Council.

Moved by Councillor MacFarlane, seconded by Councillor Frew that the request
from Revelstoke Builders Supply to close the north side of Campbell Avenue
between Second Street and Third Street on Saturday, May 6, 2000 from 8:00 a.m.
to 6:00 p.m. to hold a retail promotion be approved by Council.

COUNCILLOR FRANSEN, Chairman Environmental - Public Works
1. Tourism Development Meeting and Monthly Report - March 2000
2. Janitorial Contract - RCMP Station
Moved by Councillor Richardson, seconded by Councillor Singh that Apex
Janitorial Service Ltd. be awarded the janitorial contract at the RCMP station
for the low bid of $850 per month (plus GST) and $12.00 per hour (plus GST) for
additional duties commencing May 1, 2000 to December 31, 2001 with a two-year
renewal option.

i. Street and Sidewalk Snow Removal Policy
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Street and Sidewalk Snow Removal Policy be approved by Council as presented.

COUNCILLOR FREW, Chairman Environmental - Planning and Land Development
1. Minutes of a Planning Committee of Council Meeting - April 19, 2000
i. Amken Holdings Ltd. (2103 Airport Way) Agricultural Land Reserve
Moved by Councillor Frew, seconded by Councillor Singh that Council support the
application from Amken Holdings Ltd. for removal of the subject property (Plan
11424, Lot 1) from the Agricultural Land Reserve and that staff be authorized to
forward the ALR exclusion application to the Agricultural Land Commission for
review and consideration to approve.

ii. Amendment to Accessory Building Size (402 Cedar Street)
Moved by Councillor Frew, seconded by Councillor MacFarlane that staff be
authorized to draft a bylaw to amend the City of Revelstoke Zoning Bylaw #1264
be deleting Section 7.9.9(2) limiting the size of an accessory building and that
no fees be charged for the zoning amendment as no restrictions exist on the size
of accessory buildings in other Rural Residential Zones.

iii. Angel of Hope for Brianne Wolgram - Beta Sigma Phi Chapter
Moved by Councillor Frew, seconded by Councillor MacFarlane that Council endorse
the initiative to erect a statue on City-owned land, bringing further awareness
to the disappearance of Brianne Wolgram, and that location approval (Community
Centre or Woodenhead Park) be referred to the Parks and Recreation Committee of
Council.

iv. Street Vending Policy
Moved by Councillor Frew, seconded by Councillor MacFarlane that the Vending and
Performances on City Owned or Leased Property Policy be approved by Council.
Also that the Grizzly Plaza Mobile Street Vending policy #S-2 and the Street
Entertainer and Vending Guidelines be repealed.

v. Memorial Bench Policy Amendment
Moved by Councillor Frew, seconded by Councillor Singh that the amended Memorial
Bench Policy #M-1, clarifying that the City will not be responsible for the
purchase, placement or maintenance of memorial benches located on non-municipal
lands, be approved by Council.

vi. Opportunity to Purchase Additional Bus Shelters
Moved by Councillor Frew, seconded by Councillor MacFarlane that the opportunity
to purchase two Victorian-style bus shelters ordered by Canada Post in error be
referred to the Transit Committee for review and recommendation. Also, that the
issue be referred to the Finance Committee of Council to determine possible
funding sources if warranted.

vii. 9-1-1 Emergency Service - Crawford Street
Moved by Councillor Frew, seconded by Councillor Singh that properties that
refer to Crawford Street (street was never constructed) as a legal address be
referred to the Public Works and Protection Committee of Council, and including
representatives from the Fire Department, BC Ambulance Service and RCMP for
comments and report back to Council.

2. City of Revelstoke Highway Encroachment Agreement (Revelstoke Hospital
Auxiliary Society) Bylaw #1637, 2000
Moved by Councillor Frew, seconded by Councillor MacFarlane that the City of
Revelstoke Encroachment Agreement Bylaw #1637, 2000 be given Final Reading and
be Adopted by Council.

3. City of Revelstoke Zoning Amendment Bylaw #1638, 2000 (Southside Grocery)
900 East Fourth Street
Moved by Councillor Frew, seconded by Councillor Scarcella that the City of
Revelstoke Zoning Amendment Bylaw #1638 be given First and Second Readings and
that a Public Hearing, pursuant to Sections 890 and 892 of the Municipal Act, be
scheduled for 3:00 p.m., May 23, 2000.

2. Boundary Extension - Mt. Mackenzie Resort Development
Moved by Councillor Frew, seconded by Councillor Singh that the City of
Revelstoke Expression of Interest for Boundary Extension report to the Ministry
of Municipal Affairs be referred to the Public Works and Planning Committees of
Council for consideration to include the City's water shed area in the boundary
extension and report back to Council.
