MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, APRIL 10, 2000

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Fransen, seconded by Councillor Frew that the Agenda be
adopted as presented.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - March 27, 2000
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Minutes of the Regular Council Meeting held March 27, 2000 be adopted as
presented.

DELEGATION:
1. S. Hermansen, Revelstoke Pageant Society - Sponsorship Request for Miss Teen
Canada
Sheryl Hermansen was pleased to announce that Lisa Sessa, Miss Revelstoke 1999,
was chosen to represent the City in the Miss Teen Canada Pageant in Toronto,
Ontario in August. Miss Sessa was selected by the Council of Miss Teen Canada
for her essay which depicted her love for Revelstoke and for what Revelstoke has
to offer. Mrs. Hermansen requested that Council consider providing $1,500 to the
Pageant Society thus becoming the main sponsor of Lisa Sessa as an Ambassador of
the City of Revelstoke.
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
Revelstoke Pageant Society's request for a grant-in-aid in the amount of $1,500
to sponsor Lisa Sessa for Miss Teen Canada be referred to the Finance Committee
for review and report back to Council.

1. Chamber of Commerce - Street Closure for Retail Promotions
Moved by Councillor Fransen, seconded by Councillor Frew that the request from
the Revelstoke Chamber of Commerce to close First Street between Mackenzie
Avenue and Connaught Avenue to hold retail promotions be approved by Council as
follows:
9 a.m. to 5 p.m. Saturday, April 29, 2000
7 a.m. to 5 p.m. Saturday, June 10, 2000

2. Animal Control - Appointment of Bylaw Enforcement Officer
Moved by Councillor Fransen, seconded by Councillor Singh that Kelly Rienks be
appointed as Bylaw Enforcement Officer pursuant to Section 70 of the Police Act
in order to carry out the duties of a relief Animal Control Officer employed by
the City's contractor, TMS Services.

3. Revelstoke Grizzlies Hockey Club - Proposed Dressing Room Facility
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
proposed new dressing room facility at the arena be referred to the Recreation
Committee of Council for review of preliminary plans and profiles and that the
engineering and tendering advice be referred to staff for review.

appreciation be sent to the Lions Club for providing bus service for Seniors
travelling to Vernon for medical reasons.

Moved by Councillor Fransen, seconded by Councillor Richardson that the City of
Revelstoke Animal Control and Licensing Amendment Bylaw #1631, 2000 be given
Final Reading and be Adopted by Council.

for the period April 1 to June 30, 2000 for the monthly rate of $6,502.50 plus
GST.

1. Health Unit - Roof Repair
Moved by Councillor Fransen, seconded by Councillor Richardson that TJ
Developments and Roofing Ltd. be contracted to repair the roof at the Health
Unit in the amount of $4,000 plus GST, subject to review by the Public Works
Committee of Council on April 13, 2000.

2. Petitions - Posting in Community Centre
Moved by Councillor MacFarlane, seconded by Councillor Fransen that the issue of
the City of Revelstoke preparing a policy governing the posting of petitions
within City-owned buildings be referred to the Administration, Policy, Bylaws
and Public Relations Committee of Council for review and report back to Council.

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the City
of Revelstoke Clean Air Bylaw #1632, 2000 be given First, Second and Third
Readings by Council.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Frew that Council move
into In Camera at 4:45 p.m. to further consider items of business pursuant to
Section 242.2 of the Municipal Act.
