CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor Fransen that the Agenda be
adopted with the following addition: COMMITTEE REPORT - Councillor Scarcella;
11.c) Memo from City Planner re: Public Presentation of River Trail Plans.

Minutes of the Regular Council Meeting held February 28, 2000 be adopted as

2. Minutes of a Public Hearing - February 28, 2000 (Section 700, Municipal Act)
Moved by Councillor MacFarlane, seconded by Councillor Fransen that the Minutes
of the Public Hearing held February 28, 2000 be received by Council.

DELEGATION:
1. Ms. Mhairi Russell Grant-in-Aid Request Re: Tall Ship Millennium Challenge
Mhairi Russell introduced herself to Council and gave a brief history of her
accomplishments and goals. She then detailed the Tall Ship Millennium Challenge
program and advised that she was chosen to participate in the eighth leg of the
Challenge from Hamilton, Bermuda to Norfolk, Virginia from June 11 to 17, 2000.
Ms. Russell requested funding in any amount from Council to help cover her
travel insurance, on-board kit, shore-based activities, etc. She would be
pleased to participate in the event and to act as an Ambassador of Revelstoke,
BC.
Moved by Councillor Scarcella, seconded by Councillor Richardson that the
funding request be referred to the Finance Committee and report back to Council.

BUSINESS ARISING FROM THE MINUTES:

Page 2, Revelstoke Senior Citizens' Association - Housing Resource Centre
Councillor MacFarlane noted that it appeared the wrong impression was given by
Council regarding a request for the City's help in finding a solution to keep
the Housing Resource Centre operating after the Province announced funding was
no longer available. The City was looking for a specific request and has
continued to provide its' in-kind support. He noted further that some
discussions were taking place that may bring back recommendations for Council's
consideration.
Mayor Bernacki clarified that when Council takes no action on an issue, it does
not necessarily mean that Council either supports it or does not support it.

1. Revelstoke Golf Club - Laforme Blvd. Curbing Request
Moved by Councillor Frew, seconded by Councillor Fransen that a letter be sent
in response to the Revelstoke Golf club's request for curbing along Laforme
Blvd., advising that the request was looked into and that the curbing was
unavailable at this time.

2. BC Hydro - Revelstoke Millennium Gateway Monument Project
Moved by Councillor Fransen, seconded by Councillor MacFarlane that BC Hydro's
offer of in-kind assistance be referred to Administration to follow up as the
project proceeds.

3. Chamber of Commerce - Temporary Street Closure
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that Council
approve the Revelstoke Chamber of Commerce's request to temporarily close First
Street between Rokeby and Connaught Avenue and Mackenzie Avenue from Victoria to
Ninth Street on Tuesday, July 11, 2000 between the hours of 6:00 p.m. and 10:00
p.m. for a vintage car display.
CARRIED
It was further recommended that Administration review what access the residents
and emergency vehicles will have during this function and endeavour to advise
the affected parties of Council's intention to temporarily close these areas.
4. Vintage Car Club, Revelstoke Chapter - Temporary Street Closure
Moved by Councillor Frew, seconded by Councillor MacFarlane that Council approve
the Revelstoke Chapter of the Vintage Car Club's request to temporarily close
Mackenzie Avenue between First and Second Streets on Saturday, June 10, 2000
between the hours of 12:00 noon and 3:00 p.m. to display antique vehicles (prior
to 1915).

5. Family & Youth Resources Re: Community Connector Program - Letter of
Support
Moved by Councillor Richardson, seconded by Councillor MacFarlane that a letter
of support be provided to Family and Youth Resources in application of a funding
request to Vancouver Sun Children's Fund for the Community Connector Programme.

6. Revelstoke Community Foundation - Invitation to Attend Founding Celebration
7. UBCM Environment Committee - New Charges on Beverage Containers
Moved by Councillor Fransen, seconded by Councillor Richardson that a letter be
sent to Premier Ujjal Dosanjh, the Honourable Joan Sawicki, Minister of
Environment Lands and Parks and the Honourable Jim Doyle, Minister of Forests
and MLA for Columbia River - Revelstoke, indicating that the City of Revelstoke
does not support the imposition of an 'extra fee' on consumers by the beverage
container industry and that action be taken to stop these additional charges
from being imposed; that the beverage container industry be required to clearly
justify in a transparent fashion any future environmental fee increases on its
products to the public before an increase is implemented; and that the deposit -
refund system be the only method that the beverage container industry be
permitted to use to recover its recycling costs from the consumer.

8. Rod & Gun Club Concerns - Jet Boat Activities on Local Waterways
Councillor Frew offered to coordinate requests for a meeting regarding jet boat
activity concerns on local waterways.
9. Okanagan University College Board of Governors Re: Increase Post-Secondary
Educational Funding - Letter of Support
Moved by Councillor Scarcella, seconded by Councillor Fransen that Council
support the Okanagan University College's request to the Provincial Government
for an increase in post-
secondary educational funding for the region.

10. Mr. G. Caponero - Bullet Basin Concerns
The Chief Administrative Officer reported that pursuant to the City of
Revelstoke Firearms Bylaw #1499, a member of the Revelstoke Detachment of the
RCMP is scheduled to perform a certification on the outdoor shooting range
before June 30, 2000. Mayor Bernacki recommended that when the review is done by
the RCMP, that the City complete one as well. The Chief Administrative Officer
added that Administration will respond in writing to the concerns outlined by
Mr. Caponero in his letter.

ii. Traffic Signage - Eighth Street
Moved by Councillor Frew, seconded by Councillor Scarcella that Council approve
the installation of yield signs at the uncontrolled intersections on Eighth
Street between Mackenzie Avenue and Victoria Road.

iii. Safety Concerns at Fourth Street and Victoria Road
Moved by Councillor Frew, seconded by Councillor Fransen that School District
#19 be requested to consider the following: 1. a crossing guard for children
crossing Victoria Road at the Fourth Street intersection; and 2. hiring a
Traffic Engineer, in conjunction with the City, to review the intersection and
provide a plan with various options. Also, that the Traffic Safety Committee
work with Downie Timber to initiate an awareness program to target through
traffic (ie. trucks enroute to sawmill).

iv. ICBC Speed Watch Equipment
Moved by Councillor Frew, seconded by Councillor Scarcella that Council
authorize S/Sgt. Cowan to contact ICBC regarding the Speed Watch Equipment
Program and to submit an application should the program still be available.

Revelstoke Museum and Archives' grant-in-aid request for $32,000 be approved by
Council.

ii. Revelstoke Blues Festival - 2000 Grant-in-Aid
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the
Revelstoke Blues Festival's request to use the Centennial ball fields free of
charge on June 16 and 17, 2000 be approved and further that, in lieu of the
request for free use of tables and chairs, a grant of $250 be awarded by
Council.

iii. Revelstoke Hospital Auxiliary - 2001 Property Tax Exemption
Moved by Councillor Scarcella, seconded by Councillor Richardson that the
Revelstoke Hospital Auxiliary receive approval from Council for a property tax
exemption for 2001 under Section 341 of the Municipal Act for the property
located at 315 Second Street West.

iv. DOKK - 2000 Grant-in-Aid
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that Council
award the Dramatic Order of the Knights of Khorassan a grant-in-aid of $1000.

v. Knights of Pythias - 2001 Property Tax Exemption
Moved by Councillor Scarcella, seconded by Councillor Frew that the request from
the Knights of Pythias for property tax exemption at 201 Third Street West for
2001, be approved by Council.

NOTE: The Economic Development Commission arrived at the meeting at 4:30 p.m.
vi. Revelstoke Pageant Society - 2000 Grant-in-Aid
Moved by Councillor Scarcella, seconded by Councillor Richardson that Council
award the Revelstoke Pageant Society a grant-in-aid of $1,000 on condition that
an ambassador program be initiated in 2001 if they wish to be considered for
funding in the future.

vii. Revelstoke Community Band - 2000 Grant-in-Aid
Moved by Councillor Scarcella, seconded by Councillor Richardson that Council
award the Revelstoke Community Band a grant-in-aid of $500.

viii. Revelstoke Women's Shelter - 2000 Grant-in-Aid
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that Council
award the Revelstoke Women's Shelter a grant-in-aid of $3,000.

Moved by Councillor Scarcella, seconded by Councillor Richardson that the City
of Revelstoke Alternative Tax Collection Scheme Bylaw #1630, 2000 be given

i. DOKK Park Operation and Maintenance Contract - 1400 West First Street
Moved by Councillor Fransen, seconded by Councillor MacFarlane that the City
enter into a park operation and maintenance contract with the Dramatic Order of
the Knights of Khorrason as presented to Council.

ii. Revelstoke Curling Club - Lease
Moved by Councillor Fransen, seconded by Councillor MacFarlane that the
Revelstoke Curling Club contract be renewed as amended.

iii. Parks and Recreation Fees and Charges
Moved by Councillor Fransen, seconded by Councillor MacFarlane that Council
increase the Parks and Recreation Fees and Charges by a percentage to be
determined through the budget process.

iv. 2000 Capital Budget - Early Approval
Moved by Councillor Fransen, seconded by Councillor MacFarlane that the
following items, as listed in the Parks and Recreation 2000 Capital Equipment
Budget, be given early approval by Council: for DOKK Park - new fence ($2,000);
fence repair ($2,000); electrical ($3,000); equipment ($2,000); sewer
system/check valve ($1,000); and for General Parks - power sweeper ($1,000);
weed eater ($1,000); riding mower ($20,000).

v. Liability Insurance for Public Events
Moved by Councillor Fransen, seconded by Councillor Frew that public liability
insurance coverage be required for all beer garden events held on City-owned
property.

Moved by Councillor Richardson, seconded by Councillor Fransen that Council move
into In Camera at 4:50 p.m. to further consider items of business pursuant to
Section 242.2 of the Municipal Act.

1. Victim Assistance Program Manager - Appointment
That Margaret Janzen be contracted by the City of Revelstoke for the position of
Victim Assistance Program Manager for a term of two years with an option to
renew for a further two years.
ADOPTION:
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the
resolutions as approved by Council In Camera be adopted.
