COUNCIL CHAMBERS OF CITY HALL ON MONDAY, FEBRUARY 28, 2000

CALL TO ORDER:

Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in attendance.

Moved by Councillor MacFarlane, seconded by Councillor Fransen that the Agenda be adopted as presented.

Moved by Councillor Frew, seconded by Councillor Richardson that the Minutes of the Regular Council Meeting held February 14, 2000 be adopted as presented.

CORRESPONDENCE:

1. Tina Coletti, BCNU Steward - North Okanagan Health Region

Councillor MacFarlane recommended that Ms. Coletti be contacted and advised that should the BCNU Stewards wish to meet with City Council to discuss health care in Revelstoke, they would be welcome to attend a Regular Council Meeting as a delegation.

2. Illecillewaet Greenbelt Society - Jet Boat/Ski Activities on Columbia and Illecillewaet Rivers

Councillor Frew advised that he would be available to attend an Executive Meeting of the Illecillewaet Greenbelt Society to discuss their concerns with jet boat and jet ski activities and report back to Council.

3. Revelstoke Senior Citizens' Association - Housing Resource Centre

4. Revelstoke Cycling Association - Downtown Multi-Lap Bike Race

Moved by Councillor MacFarlane, seconded by Councillor Fransen that Council approve the Revelstoke Cycling Association's request to hold a multi-lap bike race in the downtown core on the evening of Saturday, June 11, 2000.

5. Revelstoke Hospital Auxiliary - Second Street Reconstruction

Moved by Councillor MacFarlane, seconded by Councillor Fransen that the Revelstoke Hospital Auxiliary's financial concerns regarding the proposed reconstruction of Second Street be referred to the Finance Committee for review and report back to Council.

6. OMMA - Regional Transportation Issues Survey

Moved by Councillor MacFarlane, seconded by Councillor Frew that a letter be sent to the attention of the OMMA Chair, Aaron Dinwoodie, responding that the Ministry of Transportation and Highways' Trans Canada Corridor Plan is most important for the City of Revelstoke and that the Steering Committee support these initiatives.

7. Revelstoke Housing Resource Centre - Legalization of Secondary Suites Research Report

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the Legalization of Secondary Suites Research Report prepared by the Revelstoke Housing Resource Centre be referred to the Planning Committee of Council for review and report back to Council.

8. Ministry of Lands - Land Referral Re: Rowing Club Application for License of Occupation

Additional information was required by Council prior to further consideration of the application.

9. Revelstoke Blues Festival - CSRD Economic Opportunity Fund Application

Moved by Councillor Scarcella, seconded by Councillor Fransen that the Revelstoke Blues Festival's request for support in application of $2,000 funding from the CSRD Economic Opportunity Fund be deferred until the results of the funding approvals from the Columbia Basin Trust Affected Areas and Community Initiatives program are received by Council.

10. Cat Powder Skiing Inc/Best Western Wayside Inn Re: Protesting WCB Smoking Ban

11. BC Gas - March 1, 2000 Propane Price Increase

Councillor Scarcella inquired as to why the price increased prior to the contract expiry date of August 31, 2000 with Link Petroleum Services Ltd. The Administrator will clarify the issue.

1. Minutes of a Planning Committee Meeting - February 16, 2000

i. Southside Grocery (900 Fourth Street East)

Moved by Councillor Frew, seconded by Councillor Fransen that staff be authorized to notify the applicant to prepare a Comprehensive Development Zone for review by staff; that the Planning Department be authorized to prepare the Zoning Amendment Bylaw and to draft Development Permit #DP-2000-03; that the Director of Corporate Administration be authorized to sign the completed Development Permit; that staff be authorized to notify the applicants that a Public Notification Sign will be required; that the applicants be required to provide additional information as requested; and that the applicants enter into an agreement for the installation of works and services as required by the Public Works Department.

ii. Revelstoke Hospital Auxiliary Society (315 Second Street West)

Moved by Councillor Frew, seconded by Councillor Fransen that the Planning Department be authorized to prepare draft Development Permit #DP-2000-04; that the Director of Corporate Administration be authorized to sign the completed Development Permit; that staff be authorized to notify the applicant of the following requirements:

a. submission of a revised site plan to address deficiencies in the parking layout;
b. cancellation of interior lot lines on the subject properties;
c. submission of a detailed landscape plan;
d. that the applicant enter into an Encroachment Agreement with the City regarding the existing building;

and that the applicant enter into an agreement for the installation of works and services as determined by Public Works.

iii. Section 700 Notice (#4 - 903 Farrell Road) Building Deficiencies

Moved by Councillor Frew, seconded by Councillor MacFarlane that Council authorize staff to proceed to file a notice on title pursuant to Section 700 of the Municipal Act and that Council issue a Notice of Hearing to the owner advising that a hearing will be held at 3:00 p.m. on March 27, 2000 in Council Chambers.

iv. Enforcement of Illegal Parking in the Downtown Area

Moved by Councillor Frew, seconded by Councillor MacFarlane that staff be authorized to proceed with having vehicles towed within the downtown core if located in the following areas: Grizzly Plaza; handicap zones; yellow line areas; and the clinic loading zone, and that an advertisement be placed in the newspapers and also included within the Mayor's Report.

2. Ensure Safety Standards to a Building Bylaw #1629, 2000

Moved by Councillor Frew, seconded by Councillor Scarcella that the City of Revelstoke Ensure Safety Standards to a Building Bylaw #1629, 2000 be given Final Reading and be Adopted by Council.

3. Golf Clubhouse Renovations to Building

Moved by Councillor Frew, seconded by Councillor MacFarlane that Council approve the following two projects: replacement of the roof with green metal and expansion of the kitchen area to help meet the new health regulations, subject to acquisition of funding from BC Lottery Corp. and CBT Affected Areas and Community Initiatives grant programs.

4. Section 700, Municipal Act - Filing Notice in Land Titles

i. 675 Landers Road - Outstanding Building Permit 97-88

Moved by Councillor Frew, seconded by Councillor Scarcella that Council authorize Administration to proceed to file a notice on title pursuant to Section 700 of the Municipal Act.

Moved by Councillor Frew, seconded by Councillor Fransen that Council authorize Administration to proceed to file a notice on title pursuant to Section 700 of the Municipal Act.

i. Chamber of Commerce - Sustainability Plan for Tourism Development Coordinator

Moved by Councillor MacFarlane, seconded by Councillor Fransen that Council accept the Revelstoke Chamber of Commerce's tourism sustainability plan in the amount of $40,000 budgeted for 2000, that it be reviewed on an annual basis and that the Chamber be encouraged to increase its private sector contribution to the Tourism Coordination Budget.

Moved by Councillor MacFarlane, seconded by Councillor Frew that the City of Revelstoke fund $3,000 from the Mt. Mackenzie clean up budget to supply paint for the exterior and interior of the building.

iii. BC Southern Interior Wood Processing Centre

Moved by Councillor MacFarlane, seconded by Councillor Fransen that a letter be sent to the Village of Lumby indicating that the City of Revelstoke does not have the time or resources to analyse the proposed concept to establish whether or not it would support such an initiative.

COUNCILLOR RICHARDSON, Chairman Social - Culture, Child & Youth, and Community Liaison

1. Minutes of a Social, culture, Child & Youth Committee Meeting - February 21, 2000

i. Youth Resources Feasibility Study - January 30, 2000

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the individuals undertaking the Social/Economic Strategy be mindful of the findings of the report and keep them in mind whenever possible; that the Revelstoke Youth Council be energized and their bylaws be reworked to reflect current needs. Link Youth Council to the Municipal Government through the City Council Chair of the Social Committee; that the Committee would be willing to explore the motivational speaker from town recommendation further and will provide a recommendation to Council at a later date; that Revelstoke be promoted as a place to host a Basin Youth Conference and other youth focused events; that City Council support the Youth Council with seeking funding for their projects; that City Council meet with the Youth Council once they have been formalized; and that the Youth council meet with City Council once a year to review the report and progress made on the goals and recommendations.

Councillor Richardson reported that the Okanagan Regional Library Board decided to be responsible for the first $20,000 of travel/accommodation expenses for municipal directors to attend board meetings in Kelowna.

Moved by Councillor Scarcella, seconded by Councillor Frew that Council proceed to a public meeting on the proposed River Trail system with EBA Engineering in attendance as per their contract with the City.

ii. Placement of Signage along the River Trail by the Illecillewaet Greenbelt Society

Moved by Councillor Scarcella, seconded by Councillor Singh that Council approve the locations of the proposed signage in general (one on the existing kiosk near the Fourth St. bridge and the other near Kovach Park) and that further detail on wording and colouring be forwarded to the Planning Department for final approval.

6. Town of Ono-Cho, Japan - Student Exchange/Visit Re: Grant-in-Aid for RCC Meeting Room Rental

Moved by Councillor Scarcella, seconded by Councillor Singh that Council approve a grant-in-aid to cover the cost of room rental at the Revelstoke Community Centre for the Japanese Farewell Banquet/Awards Ceremony scheduled for the evening of Friday, March 24, 2000.
