MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, FEBRUARY 14, 2000
COMMENCING AT 3:30 P.M.

CALL TO ORDER:

Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in attendance.


ADOPTION OF THE AGENDA:

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the Agenda be adopted with the following additions: CORRESPONDENCE: 6.e) North Okanagan Health Unit Request Letter of Support Re: Planned Parenthood Program; COMMITTEE REPORT - Councillor Richardson 10.c) Youth Resources Feasibility Report; and that CORRESPONDENCE: 6.b) Revelstoke Blues Festival be transferred to DELEGATION: as 4.b).

Moved by Councillor Frew, seconded by Councillor Fransen that the Minutes of the Regular Council Meeting held January 24, 2000, be adopted as presented.

2. Minutes of a Public Hearing - January 24, 2000 (Section 700, Municipal Act)

Moved by Councillor Scarcella, seconded by Councillor Richardson that the Minutes of the Public Hearing held January 24, 2000 be received by Council.

DELEGATION:

1. Loni Parker and Debby Robinson Re: Bear Awareness Program

L. Parker distributed copies of the 1999 Bear Awareness Report and reviewed with Council the multi-agency structure of the committee. The program has been very successful with many other communities following this model including the BC Conservation Foundation endeavouring to put a regional program together. The Committee supported moving to a basin-wide program to save money on its publications. She then advised that a funding application was submitted to the Columbia Basin Trust Affected Areas and Community Initiatives Program.

D. Robinson highlighted the support that the program has received from the community and advised that they will be continuing to work towards establishing neighbourhood contacts, expanding the fruit registry and working on garbage and fruit tree problems.

2. Layne Seabrook and Pauline Vella Re: Revelstoke Blues Festival

P. Vella and L. Seabrook briefly outlined their proposal to Council to hold a Blues Festival in conjunction with the Soccer Club to be held during their tournament on June 16 and 17, 2000. The community support (local clubs and youth involvement) was reviewed and it was further noted that the Kokanee Committee had offered to supply seed funding to help get the project off the ground. Various questions were asked of Mr. Seabrook by Council and were responded to.

Moved by Councillor MacFarlane, seconded by Councillor Fransen that the grant-in-aid requests be referred to the Finance Committee of Council.

It was further clarified by the Mayor that the group work with the Director of Parks and Recreation to sort out society designation requirements.

3. Village of Lumby - Request Support of the Establishment of a Wood Processing Centre

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the correspondence from Mayor Joanne Kineshanko, Village of Lumby, requesting the City's support of the Lumby Value-Added Sector initiative in pursuing establishment of a Wood Processing Centre be referred to the Economic Development Committee of Council for review and report back to Council.

4. North Okanagan Health Unit - Letter of Support Re: Planned Parenthood Program

Moved by Councillor Richardson, seconded by Councillor MacFarlane that a letter be provided to the sub-committee of the Child and Youth Committee supporting a local Planned Parenthood Program.

2. Indoor Pool Process - Resolution

Moved by Councillor Singh, seconded by Councillor MacFarlane that City Council undertake a process that may lead to a referendum on an indoor pool. The steps will include:

a. Hiring a consultant to refine the pool design, integrate the pool with the Community Centre and develop parking and traffic plans, in consultation with the public. The study will also include a determination of capital and operating costs.
b. Exploring all available sources of funding for the construction of the pool.
c. Analyzing the cost of the pool in relation to other City capital needs as outlined in the City's 10 Year Strategic Financial Management Plan.
d. Referring the cost of $40,000 for the study to budget discussions while attempting to find partial funding from other sources.

BUSINESS ITEMS:

1. Police-Based Victim Service Program - Annual Budget and Contract Renewal

That the City renew the Victim Assistance Program contract with the Province and that there be no increase from the City in their contribution to the program.


ADOPTION:

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the resolutions as approved by Council In Camera be adopted.
CARRIED
