MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, JANUARY 24, 2000

CALL TO ORDER:
Acting Mayor Fransen called the meeting to order at 3:30 p.m. and welcomed
everyone in attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Richardson, seconded by Councillor Singh that the Agenda be
adopted with the following additions: COMMITTEE REPORT - Councillor Fransen 7.c)

Moved by Councillor Frew, seconded by Councillor Scarcella that the Minutes of
the Regular Council Meeting held January 10, 2000, be adopted as presented.

DELEGATION:
1. Ms. April White, President, Earth Day Committee
April White advised Council of planned activities during Earth Week , April 17
to 23 which included clean-up activities in the community on April 20. She
requested permission from Council to plant seedlings along the most recently
completed section (adjacent to Downie's logyard) of the Revelstoke River Trail.
Councillor Frew noted concern, as past Chair of the Greenway Committee, with
respect to the Committee's discussions/debate on how many trees should be
planted, what types of trees, spacing between the trees, how far away should
they be from the paved trail so their roots do not disturb the asphalt, how tall
and wide the trees may grow so as not to hinder any views, etc.
Moved by Councillor Frew, seconded by Councillor Scarcella that Council approve
the Earth Day activities in principle, and that the planting of trees along the
Revelstoke River Trail be subject to Councillor Scarcella holding a Revelstoke
River Trail Committee meeting to review the matter prior to the scheduling of
activities.

1. Revelstoke Heart & Stroke Foundation - Temporary Closure of Parking Lot
at Grizzly Plaza
Moved by Councillor Scarcella, seconded by Councillor Frew that Council approve
the temporary closure of the parking lot on the west side of Grizzly Plaza to
provide an area for groups to participate in the "Big Bike" ride
during the morning and early afternoon of Saturday, June 17, 2000.

2. Victim Services Program - Notice of Manager Contract Resignation
3. OMMA Re: Thompson Okanagan - Columbia Shuswap Transportation Initiative
Moved by Councillor MacFarlane, seconded by Councillor Frew that Rhona Martin,
CSRD Chair, be copied with correspondence regarding the City of Revelstoke's
position on the Thompson Okanagan - Columbia Shuswap Transportation Initiative
for her information when meeting with the Committee of Regional Chairs.

Moved by Councillor Scarcella, seconded by Councillor Frew that a letter be
provided to the Revelstoke Rowing Club in support of their BC 2000 Community
Spirit Grant Application.

appreciation be sent to the Revelstoke and District Emergency Rescue Society for
their services provided in 1999, as well as, the BC Ambulance Service for their
services provided in 1999.

5. Greeley Water Treatment Project Tenders - Mechanical and Electrical
Moved by Councillor Frew, seconded by Councillor Richardson that Strathcona
Mechanical be awarded the Greeley Creek Mechanical Contract #3091-15000 for the
low bid of $555,330 (GST included) for the mechanical installation in accordance
with the tender documents.

Moved by Councillor Frew, seconded by Councillor Richardson that Keldon Electric
be awarded the Greeley Creek Electrical Contract #3091-16000 for the low bid of
$439,235 (GST included) for the electrical installation in accordance with the
tender documents.

1. Outstanding Building Permit (1360 Powerhouse Rd.) - Filing of Notice
Moved by Councillor Frew, seconded by Councillor MacFarlane that Council
authorize Administration to proceed to file a notice on title (Plan 10022, Lot
7) pursuant to Section 700 of the Municipal Act.

2. Revelstoke and District Historical Association - Annual Report
Moved by Councillor Frew, seconded by Councillor Scarcella that a letter be sent
to Ruby Nobbs in appreciation of her 40 plus years of service at the Revelstoke
Museum.

3. Minutes of an Advisory Planning Commission Meeting - December 9, 1999

i. Chevron Canada (1875 Fraser Drive) Development Permit #DP-2000-01
Moved by Councillor Frew, seconded by Councillor MacFarlane that the Planning
Department be authorized to draft Development Permit DP-2000-01 to upgrade
existing building facade and interior works and that the Clerk be authorized to
sign the completed Development Permit.

ii. Application to Construct Commercial Building - 302 First Street East
Moved by Councillor Frew, seconded by Councillor MacFarlane that the applicant
be required to provide additional information as requested, that Public Works
provide comments on site access, visibility and proposal to construct concrete
retaining wall and that the applicant enter into an agreement for the
installation of works and services as determined by Public Works.

iii. BC Interior Forestry Museum Society - Forestry Museum and Park Site

Moved by Councillor Frew, seconded by Councillor Scarcella that Council endorse
the proposal from the Forestry Museum Society.

Moved by Councillor Frew, seconded by Councillor MacFarlane that Council
authorize staff to prepare a bylaw to have the outstanding items completed
pursuant to Section 698 of the Municipal Act and that the owner be notified of
Council's intent to adopt a bylaw for this purpose.

Coordinator Position

Councillor MacFarlane reported that Doug Weir was chosen as one of the Top 10
Kootenay Business People of the Year and extended congratulations to him on
behalf of City Council.
COUNCILLOR RICHARDSON, Chairman Social - Culture, Child & Youth, and
Community Liaison
1. Social Planning
Councillor Richardson provided a brief update on how the social strategy process
was proceding and advised that the Steering Committee will be meeting again in
February.
2. Youth Resources Feasibility Study
Councillor Richardson advised that the Youth Resources Feasibility Study is
creating interest and that the report should be in its final form by the end of
the month.
3. Women's Shelter
Councillor Richardson commented favourably on the Board of the Women's Shelter
and noted further that Revelstoke Cable TV has an informative video that she
hoped Council would have an opportunity to view.
4. Okanagan Regional Library - City Appointment to Board of Management
Councillor Richardson reported that she has difficulty in attending all the OK
Regional Library Board meetings and asked if any other Councillor was interested
in this appointment. There was no response. Acting Mayor Fransen advised that he
would refer the issue to Mayor Bernacki.

COUNCILLOR SINGH, Chairman Social - Parks and Recreation
1. Snowfest 2000
Moved by Councillor Singh, seconded by Councillor Scarcella that Council approve
the temporary closure of First Street from Mackenzie Avenue to Orton Avenue and
Mackenzie Avenue from First Street to Second Street on Saturday, February 12,
2000 to provide space needed for Snowfest events.

2. Minutes of an Indoor Pool Meeting - January 5, 2000
3. Minutes of a Recreation Committee Meeting - January 12, 2000
Moved by Councillor Singh, seconded by Councillor MacFarlane that Council
authorize all buildings owned by the City of Revelstoke to be designated as
non-smoking facilities.
CARRIED
It was recommended that staff proceed with reviewing the leases with the Golf
Club and Curling Club and that an amendment to the City of Revelstoke Clean Air
Bylaw be drafted.

5. Community Spirit Grant Application Re: Indoor Pool
Moved by Councillor Singh, seconded by Councillor Frew that Council approve a BC
2000 Community Spirit Grant application from the City of Revelstoke for funding
of a consultation process for an indoor pool.

6. Columbia Basin Trust Grant Application - Letter of Support Re: Indoor Pool
Moved by Councillor Singh, seconded by Councillor Richardson that Council
provide a letter supporting an application by the Indoor Pool Committee to the
Columbia Basin Trust for funding of a consultation process for an indoor pool.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Scarcella that Council
move into In Camera at 5:05 p.m. to further consider items of business pursuant
to Section 242.2 of the Municipal Act.

BUSINESS ITEMS:
1. 911 Dispatching
That 911 services for Revelstoke will be dispatched locally through the Fire
Department with existing staff resources with no foreseeable cost increase as 24
hours per day, seven days per week coverage currently exists.
2. Victim Assistance Program - Interim Manager
That Barb Bjorge be appointed the interim Victim Assistance Manager.

Moved by Councillor Frew, seconded by Councillor Richardson that the resolutions
as approved by Council In Camera be adopted.
