MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, JANUARY 10, 2000
COMMENCING AT 3:30 P.M.

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:38 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor Scarcella that the Agenda be
adopted with the following change: COMMITTEE REPORT - Councillor Richardson
10.b) replace the Minutes of the Revelstoke Child & Youth Committee Meeting
dated November 2, 1999 with the December 7, 1999 Minutes.

ADOPTION OF THE MINUTES:
Regular Council Meeting - December 13, 1999
Moved by Councillor MacFarlane, seconded by Councillor Scarcella that the
Minutes of the Regular Council Meeting held December 13, 1999 be adopted as
presented.

2. Minutes of a Special In Camera Council Meeting - December 21, 1999
Moved by Councillor Richardson, seconded by Councillor Fransen that the Minutes
of the Special In Camera Council Meeting held December 21, 1999 be received by
Council.

DELEGATION:
1. Messrs. Bill Layman and Gordon Goldie, Crossroads Treatment Centre Re:
Establishment of a Detox/Support Recovery Facility
Mr. Layman, representative of the Crossroads Treatment Centre Society in
Kelowna, addressed Council to request a one-time grant in the amount of $10,000
for the capital costs of establishing a Detox/Support Recovery facility. The
funding would be put towards renovation of the building and retirement of its'
mortgage. This facility offers detox as well as drug abuse programs and has 16
beds available. In 1999, 12 people from Revelstoke participated in this detox
program compared to 15 the previous year.
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
$10,000 grant request be referred to the Finance Committee for consideration and
report back to Council.

BUSINESS ARISING FROM THE MINUTES:
Regular Council Meeting - December 13, 1999
1. Page 3, OMMA - Nomination to 2000 Executive
Councillor MacFarlane advised that he will not be submitting his name for
nomination to the Okanagan Mainline Municipal Association Executive as the
meeting schedule does not fit in with what time he has available.

2. Trees for Tots - Annual Police/Firemen Charity Hockey Game
Moved by Councillor Frew, seconded by Councillor Fransen that Council approve
use of the arena facility at no charge for the annual Trees for Tots Charitable
Police/Fire Hockey Game scheduled for March 4, 2000 at 7:00 pm.

3. Revelstoke Arts Council - Summer Street Festival
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
Street Festival Coordinator's recommendations regarding Grizzly Plaza be
referred to the Building and Property Manager and that the recommendations
regarding the Entertainment Program be referred to the EDC Committee.

4. Passenger Licence Application - Transnet Ventures Ltd.
Moved by Councillor Fransen, seconded by Councillor Singh that a letter be sent
to the Motor Carrier Commission advising that the City of Revelstoke has some
concerns with the Passenger Licence Application from Transnet Ventures Ltd. and
that the issue is currently under review.

7. Ministry of Forests, Columbia Forest District Re: Woodlot W1834
Moved by Councillor Fransen, seconded by Councillor Richardson that the woodlot
proposal received from the Columbia Forest District be referred to the
Revelstoke Community Forest Corporation for review and report back to Council.

8. Veterans Affairs Canada - Candlelight Tribute
Moved by Councillor MacFarlane, seconded by Councillor Fransen that a letter be
sent to the Royal Canadian Legion, Branch # 46, asking if there are plans for
participating in the "Candlelight Tribute".

COUNCILLOR FRANSEN, Chairman Environmental - Public Works
1. Monthly Animal Control Statistics Report - December 1999

NOTE: Councillor Singh stated that he was one of the fuel contract bidders and
due to a possible conflict of interest, retired from Council Chambers at 4:00
p.m.
4. 2000 Fuel Supply
Moved by Councillor Fransen, seconded by Councillor Scarcella that Council
approve the 2000 supply of fuel contract with Fas Gas Oil Ltd. for the low bid
of $60,485 (estimated on 45,000 litres for gasoline and 70,000 litres for
diesel) with a one year renewable option.

Moved by Councillor Frew, seconded by Councillor MacFarlane that the City of
Revelstoke Zoning Amendment Bylaw #1623, 2000 be given Third Reading and Final
Reading and be Adopted by Council.

3. City of Revelstoke Procedures Amendment Bylaw #1624, 2000 - Adoption
Moved by Councillor Frew, seconded by Councillor MacFarlane that the City of
Revelstoke Procedures Amendment Bylaw #1624, 2000 be given Final Reading and be
Adopted by Council.

Councillor Richardson advised that the rescheduled public presentation of the
Youth Resources Feasibility Study will be January 19, 2000 at 7:00 pm at the
Revelstoke Community Centre.

1. Westside Road - Reopening Ceremony
Mayor Bernacki reported that she attended a ceremony today officially reopening
Westside Road. In attendance were BC Hydro Chair, Brian Smith, the Minister of
Municipal Affairs, Jim Doyle, and District Highways Manager, Dean Handley,
former Mayor, Geoff Battersby, and City Administrator, Don DeGagne.
