Revelstoke City Council has
taken another step towards public art installations around the City. We
have begun to develop a policy on public art that will cover the
selection of the works, duration of installed art, funding,
installation, costs, administration and insurance. Six sites are
contemplated, including in front of the aquatic centre.
Council received the
financial statements of the Revelstoke Community Forest Corporation and
Revelstoke Community Energy Corporation, and appointed the directors of
both Corporations for the next year. The Forest Corp. has faced a
challenging lumber market over the past year and has performed better
than expected. The Energy Corp. has experienced has completed its first
full revenue year and has made solid progress on reducing its debt. As
well it has faced some technical challenges that may be expected in a
new facility, and has dealt with them efficiently. Geoff Battersby
retired as Chairman of the Corporation this year, and his large shoes
have been filled by the very capable David Johnson. Thank you Geoff for
all your work.
The open house to review
the Clearview heights geo – tech study and sewer study was well
attended. As there appears to be strong interest by residents for the
sewer extension a formal petition process is being initiated. If 50% of
the owners representing 50% of the assessed are in favour then the
process would then proceed to budgeting and design work.
A new septage disposal
facility has begun operation, and can now accept septage from both City
and regional district residents. A fee schedule has been established
that is comparable to the rates in other communities, and that will
ensure full cost recovery. The facility is being operated as a separate
function from the sewer utility.
We have made application
to the Economic opportunity Fund for $50,000 to assist in building the
Illecillewaet Bridge project. The direction for the design of the bridge
has shifted to a concrete and steel design with timber detailing from a
timber frame concept. This change will result in substantial cost
savings. It is not anticipated that this project will be funded from
municipal taxation revenues.
Alan Mason and I recently
met with provincial representatives regarding Development on Lake
Revelstoke. As there are three Government agencies involved in the
approval processes coordinating new development may be challenging. A
meeting will be upcoming with provincial representatives and the
regional districts planning department.
Interest has recently
been expressed to develop land across from the golf course with some
recreational properties and additional golfing facilities. The City has
written a letter of support in favour of such development, as long as
there is the public process of a request for proposals.
