As part of the 2014 – 2018 Financial Plan (the “budget”) review and ongoing corporate restructuring process, effective January 1, 2014, the City of Revelstoke Corporate Administration Department will be responsible for the day-to-day operation and management of the Columbia Shuswap Regional District “Revelstoke and Area Emergency Management Program (RAEMP) contract.
Previously, the Regional District and the City agreed that the emergency management service would best be provided as a sub-regional service (Electoral Area ‘B’ and Revelstoke). Through a regulatory bylaw, the Regional District contracts with the City (the “Prime Contractor”) for the day-to-day operation and management of the service. Under the contract, City’s responsibilities include, but are not limited to, financial management of the emergency program, Emergency Operation Centre site support, maintenance of emergency plans and programs, development and maintenance of training exercises and programs, administration of grant programs, and program co-ordination throughout Revelstoke and the area.
For 2013, a portion of the City’s responsibilities were sub-contracted to Sparks Solution Ltd. under an “Emergency Program Coordinator Agreement” (EPCA) for a one year term (expires December 31, 2013). As part of budget cost reduction strategies, the pending expiration of the sub-contractor agreement, and an internal capacity review, the City has determined the best option for meeting its’ financial and Regional District contractual responsibilities is to move the day-to-day operation and management of the emergency management service under the Corporate Administration Department effective January 1, 2014. In addition to his other duties and responsibilities, Lyle Huntley, Director of Corporate Administration and Communications, will oversee the emergency management service.
