Short Term Rentals

The City is Seeking Feedback on Short Term Rentals

The following Guiding Principles for regulating Short Term Rentals were supported by Council at the February 13th, 2020 Committee of the Whole meeting:

  1. Protect and meet the long-term rental needs of the community. 
  2. Allow a range of accommodation types that meet diverse visitor needs and support a quality visitor experience. 
  3. Ensure that short term rental accommodations are good neighbours. 
  4. Ensure equity among accommodation providers. 

Staff is using these principles to guide the development of amending bylaws and policies to address Short Term Rentals. Feedback from a focus group and operators was gathered over the summer to test and help refine the proposed bylaws and policies. Now the City is reaching out to the public to hear feedback on the items under review for the potential bylaw and policy changes.

Background

At the February 13, 2020 Committee of the Whole meeting, Council supported staff's request to proceed with engagement to inform the preparation of amendments to the Zoning Bylaw, Business Licensing Bylaw, and Enforcement Bylaws, which would be necessary to regulate and monitor the short term rentals. Between July 17, 2020 and July 31, 2020, a survey was distributed to a focus group of committee representatives. Between August 25, 2020 and September 8, 2020 a survey was distributed to short term rental operators. The purpose of the two surveys was to test the technical aspects of what is being considered for the City Bylaws. 

The results of the two surveys were analyzed and reported to Council at the October 8, 2020 Committee of the Whole meeting. See the staff report here. Staff recommended community participation before returning to Council with proposed amendments to City Bylaws. Council supported staff to conduct a public survey prior to returning for a First and Second reading of the Bylaws. 

 Next Steps

 Staff will prepare a report for Council's consideration in December 2020.
